Parks offers this class in keeping with its “Healthy Parks, Healthy You” initiative, which promotes physical activity and wellness programs that help individuals and families lead healthy lifestyles.

New Veteran Outreach workers

I am a new Veteran Outreach worker (part of the King County levy) reaching out to women and people of color (and their families) who have served in the military and living in King County who may not be receiving the benefits/services/support for which they are eligible.

Some of these benefits are through the VA and some are not. As I'm sure you know, many folks who have served either don't think they qualify as a 'Veteran" or don't want to initiate the process. But they still deserve the medical, financial, mental health, etc. support they have earned and my job is to advocate and guide them through whatever process is indicated.

The Conservatory was built in 1912 to propagate and grow flowers and other plants for public display. Since then it has evolved to include five “houses,” each with a specialty collection: The Bromeliad House, the Palm House, the Fern House, the Cactus House, and the Seasonal Display House, which changes seasonally to provide year-round horticultural presentations.

The Friends of the Conservatory, a nonprofit organization, was established in 1980 to advocate for the Volunteer Park Conservatory and its collections, and to encourage public participation and education. Getting around Seattle can be tricky—everyone has waited for a delayed bus in the rain, driven to work to save time, or needed room for just one more bike on the train. Maybe you wish the bus stopped closer to your house or was easier to get to on foot or by bike. We know you have ideas about how transit should be improved, so here’s a chance to share your take with the city.

The Seattle Department of Transportation (SDOT) is updating Seattle’s Transit Master Plan, which will help to determine the city’s future investments in transit. As part of this process, SDOT is conducting a short survey to figure out what’s working and what isn’t in Seattle’s transit system. The survey takes less than 10 minutes and asks some basic questions about how you currently use transit and what you'd like to see improved. Department of Neighborhoods budget

Thank you for your message about the Department of Neighborhoods budget. I am pleased to be able to tell you that the Council has unanimously agreed to retain funding for the P-Patch program and other important Department work. The Council also restored a number of cuts that the Mayor had made to neighborhood programs, including:

n $300,000 to the Neighborhood Matching Fund

n Three of the six District Coordinator positions

n A position in the Landmarks/Historic Preservation program

n The West Seattle neighborhood service center and utility payment office.

On Friday, November 12, the Council, meeting as the Budget Committee, completed its work on adopting some 147 amendments to the Mayor’s proposed budget and accompanying legislation. This package will now go to the Full Council for formal adoption on Monday, November 22.

The budget approved by the Council responds to the challenge of the recession and works for the people of Seattle. It is balanced and sustainable. It protects public safety, expands our human services commitment, and invests resources to support our neighborhoods, parks, libraries, and transportation system. There are still some cuts we would rather not make, but this Council has worked hard to minimize the impacts of difficult times on Seattle and invest in our common future.

Seattle is fortunate that our budget is not in a crisis. Unlike the County, where police officers are being laid off, or the State, which will have great difficulty sustaining basic education and human services, the City will maintain all of our current police officers, all of our human services programs, and most of our other core programs. We faced a budget challenge, and we successfully met that challenge.

There will be some reductions in services. Approximately 300 positions will be cut from the City’s workforce, and there will be some major changes in how the City manages and administers its work. There are no broad-based tax increases, although the Council did raise a number of fees, most significantly for the use of sports fields and other parks facilities, and for parking and other transportation services.

Knowing that the challenge continues into 2012, the Council set firm targets for reduction in management costs that total nearly $3 million in 2012. We also expressed our intent to work with labor, management, and public stakeholders to fully review and create new models for managing our work in neighborhoods and community centers. While approving City Light rate increases of 4.2% in 2011 and 3.2% in 2012, the Council actually reduced City Light rates for 2011 by ending the current 4.5% surcharge and will move forward with an efficiency review of City Light’s operations.

The Council also included in the budget package a series of actions to continue our work on economic recovery, including steps to coordinate permitting, support job training and development, and keep infrastructure projects moving forward.

We were able to restore many of the Mayor’s proposed cuts to important programs by identifying efficiencies. We also used approximately $8.5 million which is being advanced to the City from the Museum of History and Industry. MOHAI will receive funds from the SR 520 project as compensation for its building in Montlake. The City will also receive funds for the land we own in Montlake, but at a later date, so this transaction simply allows us to use this money immediately.

The Council’s budget was informed by thousands of comments from the public and community organizations. As we move into implementing the budget in 2011, the Council will continue to commit ourselves to listening to and engaging with the community in shaping Seattle’s future.

The following are some of the most significant changes that the Council made in the Mayor’s proposed budget:

COMMUNITIES:

Ø Doubled the number of drop-in hours at the five Community Centers the Mayor proposed to cut, restoring each of them to 30 hours of drop-in availability for the community.

Ø Restored $300,000 to the City’s Neighborhood Matching Fund for community projects.

Ø Provided funding to restore three of the six neighborhood district coordinators that would have been terminated under the Mayor’s budget, retain a position in the Historic Preservation program, and keep the West Seattle payment center open.

Ø Added $220,000 per year for major maintenance on library buildings.

HUMAN SERVICES:

Ø Added nearly $200,000 in funding to establish a full-time winter shelter in City Hall and to address increasing costs experienced by existing shelter providers.

Ø Restored 2010 funding levels for human services-related policy advocacy and for non-profit capacity building.

Ø Restored almost $150,000 to continue subsidies that allow low-income offenders to participate in domestic violence batterer’s treatment programs.

Ø Restored funding for the American Lung Association’s program to help families with asthma and other indoor air quality problems modify their homes and improve health.

PUBLIC SAFETY BUDGET HIGHLIGHTS:

Ø Preserving sufficient funding to implement the Seattle Police Departments Neighborhood Policing Program.

Ø Restoring funding for Crime Victim Advocates proposed to be cut in the Mayor’s 2011-2012 proposed budget.

Ø Adding $20,000 per year for the Safe Havens program, which provides a safe visitation center for the children of families affected by domestic violence, and $16,000 to train homeless shelter providers in working with victims of domestic violence.

TRANSPORTATION BUDGET HIGHLIGHTS:

Ø Sets a maximum hourly meter rate of $4.00, a minimum rate of $0.75, and creates a formal program to evaluate and adjust parking meter rates up or down based on demand for parking.

Ø Rejects the Mayor’s proposal to increase the commercial parking tax from 12.5% to 17.5%, while still providing the Seattle Department of Transportation $3.6 million in additional funding per year.

Ø Directs this additional $3.6 million per year in funding to support critical transportation investments, with an emphasis on infrastructure that serves pedestrians and bicycles.

It's November and landslide season is here -- two free landslides awareness meetings offered in Seattle

SEATTLE — November is Seattle’s wettest month, and with the rain comes the threat of landslides. Since Nov. 1, 3.25 inches of rain has fallen at Sea-Tac Airport—exceeding the seasonal average by 0.68 inches.

“As the rainy season begins in Seattle, residents and homeowners need to be alert that the chance of having landslides greatly increases,” said Bill Benzer, City of Seattle Landslide Expert. “The soil will be saturated, which reduces slope stability, but certain measures can be taken to help protect yourself and your property from landslides.”

The Take Winter by Storm campaign is urging property owners of landslide-prone sites to clear drains and take other simple measures on their property, such as:
• Checking downspouts, to make sure they are functioning and routed to a safe location.
• Inspecting sloping areas for indications of slope movement (such as cracks in the ground, and newly tilting trees) and erosion.
• Keeping fill and yard waste off slopes.
• Shutting off the irrigation system and checking it out seasonally.
• Leaving tree stumps in the ground on slopes.

Landslide Awareness Meetings

To help residents understand how they can better manage their landslide-prone property, the City of Seattle has set up two free public landslide awareness meetings. The meeting presentation will include a discussion of the causes of landslides, proper drainage for sloping sites, and vegetation maintenance on slopes.

The presentations will be followed by a question and answer session and time for one-on-one discussions with professionals in the field, including the City of Seattle, The American Society for Civil Engineers, The Association of Engineering Geologists, The International Society of Arboriculture, and Associated Building Contractors.

Seattle Landslides
The landslide record that was documented in the Seattle Landslide Study indicates that 86 percent of landslides that have occurred in the city have some human influence such as excavating and filling on steep slopes, broken pipes and uncontrolled storm water.

Since the devastating landslide season of 1996/1997, which involved over 300 reported landslides, the city has taken steps to prepare to respond to slides and constructed mitigation projects to reduce the potential for slides to occur. It has also been presenting these public landslide awareness meetings for owners of landslide-prone property.

If a landslide damages your property and you have an immediate concern for your safety, leave the premises and call 9-1-1. Seattle property owners with structures that may be affected by or endangered by a landslide should contact a geotechnical professional for structural evaluation.

HPAC Holiday Focus ON WC Foodbank

The holidays are a special time for everyone, but can be an a difficult time for some. This year, as a way to give back and support our community, I want to focus on The White Center Food Bank. They do such an amazing job supporting and nourishing our community. They have some new wonderful programs that make healthy food accessible to all.

Their new mobile foodbank allows them to deliver fresh and perishable foods to seniors and disabled persons in the community
The Healthy Food Gift Certificate Program provides a $5.00 gift certificate to each client/family per month, redeemable at either Lee’s Produce or Sam-way Market right here in White Center, allowing people to access to fresh produce
A new a community garden, maintained by volunteers, that will benefit food bank clients, and will provide culturally appropriate foods that some clients are not currently able to get
King County Public Health WIC nutritionists and nurses provide regular cooking demos at WCFB utilizing ingredients available in the food bank pantry, creating and preparing recipes for all to enjoy

PARKS OFFERS FALL CARNIVAL FOR YOUTH AND ADULTS WITH DISABILITIES

Seattle Parks and Recreation and the Special Programs Advisory Council present the Fall Carnival for youth and adults with disabilities and their families on Saturday, November 20, from 11 a.m. – 2 p.m. at Van Asselt Community Center, 2820 S Myrtle St.

Carnival activities include arts and crafts, face painting, a cupcake walk, and much more. There will be a live musical performance from a special guest. Food and drinks will be provided.

A special parent presentation from 12:30 – 2 p.m. will feature Becky Blake, architect of the Creating Super Kids Blueprint. She is an autism specialist who teaches parents brain and body based reasons why a child does and doesn’t hit certain developmental milestones. Her presentation will help parents understand the Neuro-Developmental Profile of a child’s brain functions, weaknesses and strengths, learning style and processing speed.

Child care will be provided during Becky’s presentation.

This event is a great opportunity for parents, families and caregivers to network, meet and learn more about the programs and resources available to people with disabilities in our area.

Parents, caregivers and youth and adults with disabilities are invited to this event. Youth with disabilities need to be accompanied by a parent or adult caregiver. Adults with disabilities can arrange for drop off as early as 11:15 a.m. Pick up time is from 1:30 – 2 p.m.

The Specialized Programs Advisory Council funds recreational activities for Seattle Parks and Recreation’s Specialized Programs Section for youth and adults with disabilities. Some of the many programs offered include community outing trips, cooking classes, Special Olympics programs, summer day and overnight camps, walking and fitness groups and more.

Pete Spalding is a winner of the People's Choice Awards. The Awards event and Community Matters Campaign Finale event is on the evening of November 11 at 6:00 p.m. in the Bertha Knight Landes room at Seattle City Hall (600 - 5th Avenue, Seattle).

Eric Liu will host the close of CityClub's Community Matters Campaign, which has explored various aspects of public trust. Join us for cake and coffee as we hear the preliminary results of the 2010 Campaign and celebrate stories of great neighbors making a difference in their communities! Councilmember Sally Clark will give remarks, and Eric Liu will lead a conversation about neighborliness and public trust. We will also have David Smith, director of the National Conference on Citizenship (NCoC), attending as a guest. We'll be giving preliminary results from our community dialogues on public trust, and launching some of our findings with regard to the Civic Health Index report we just created with the help of NCoC and a regional steering committee.

South Seattle Drug Free Communities Coalition
Creating a safe and healthy environment in SE and SW Seattle that promotes positive youth development and prevents drug, alcohol and tobacco use and other high risk behaviors.

MISSION: To bring families, youth and various sectors together to seek solutions and implement culturally appropriate responses to substance abuse issues and HIV infection.

The Coalition members and staff work to:
1. Understand community needs and local conditions around HIV infection and drug, alcohol and tobacco use.

2. Develop and implement community-based and culturally appropriate strategies that:

limit youth access to drugs and alcohol
create community-wide messages and social norms that support being drug free
improve access to prevention/treatment services
promote positive youth activities, and
reduce alcohol and tobacco advertising in our communities.

3. Measure our impact to evaluate our activities and reduce drug use and HIV infection over time.

The South Seattle Drug Free Communities Coalition is comprised of individuals who represent the diverse ethnic groups in SE and SW Seattle as well as representatives from multiple sectors that include: school, health, State/City/County agency, parent, youth, media, youth serving organization, religious, business, civic and other substance abuse prevention agencies.

COALITION MEMBERS ROLES AND RESPONSIBILITIES
1. Provide technical and cultural support on HIV, drug, alcohol and tobacco prevention strategies and implementation of services.
2. Attend monthly coalition meetings and other prevention/community meetings.
3. Ensure that services are responsive to community needs and culturally, linguistically, age, and gender appropriate.
4. Support coalition staff in data collection activities, data analysis and evaluation reports.
5. Provide community outreach and connections to diverse communities and help plan and organize community events and create broad community prevention campaigns.

Town hall meeting on Metro Transit

New report to guide major system changes

As a result of the deep recession, Metro Transit continues to face huge deficits that will require more large cuts to bus service. Next week, a task force will recommend new policies to guide these major system changes.

I need to hear from you. Please join me on Tuesday for a special town hall meeting on the future of Metro Transit.

This meeting will be your chance to hear directly from Regional Transit Task Force members on what they are recommending and why. After their presentation, you will have a chance to ask questions and provide public testimony on what you think should be done.

We need to be sure that the final plan adopted by the Council prioritizes equity and social justice, and that the needs of our community are addressed.

Seattle Parks and Recreation’s Youth Violence Prevention Team presents a Health and Wellness Seminar featuring pro Strong Man competitor and Certified American Council on Exercise (ACE) personal trainer Grant Higa. The seminar takes place from 11 a.m. to 1 p.m. on Saturday, November 6 in the Southwest Community Center gym, 2801 SW Thistle St.

Higa will demonstrate strength training and talk about how youth can train in a safe manner that doesn’t require an expensive gym membership, and how training can provide youth with focus, involvement in a positive activity, and a lasting sense of achievement.

The Youth Violence Prevention Initiative is a new approach to dealing with youth violence in which the City, working in partnership with the community, focuses on identifying and working closely with the Seattle youth most likely to perpetuate violence or to become victims of it.

SEATTLE PARKS, HERON HABITAT HELPERS, DFW TO CELEBRATE OPENING OF FIRST WILDLIFE SANCTUARY

Seattle Parks and Recreation, the Heron Habitat Helpers (HHH), and the Washington Department of Fish and Wildlife (DFW) invite the public to attend the official opening of Parks’ first wildlife sanctuary at Kiwanis Ravine from 6 to 8 p.m. on Wednesday, Nov. 6 at the Discovery Park Visitor Center, 3801 W Government Way.

The first group to step up for a wildlife sanctuary nomination is Heron Habitat Helpers, a local organization committed to the preservation of the Great Blue Heron colony in Kiwanis Ravine. HHH’s goals are to preserve the colony, control invasive plant species, and create a backyard monitoring program in the adjacent neighborhood. Kiwanis Ravine, located on W Government Way between 35th Ave. W and Brygger Ave. W., is home to a broad diversity of wildlife, including the largest Great Blue Heron colony in Seattle.

The site is now recognized under Parks’ Wildlife Sanctuary Program. With the public’s help, Parks is identifying and protecting critical urban wildlife habitat in Seattle for Washington State's most vulnerable species. Parks' Wildlife Sanctuary Policy articulates Parks' commitment to sustain habitats for a wide variety of wildlife and outlines steps Parks will take to create and manage wildlife sanctuaries for these species:
· Local populations of federally endangered or threatened species
· State Priority Species and Species of Concern
· Locally important species with declining populations.

The program goal is to promote the value of healthy and diverse urban wildlife populations by working with the community to combine planning efforts, maintenance practices, educational opportunities, and volunteer stewardship to support our Wildlife Sanctuaries.

WHO: Three professional players from China are scheduled to play:

· James Qiao, a member of Luneng Table tennis Club in Shandong province, China, competes in the Chinese A League. He has a powerful two-wing loop and fast attack. His rating is estimated at 2700. James is a member of the coaching staff at the Seattle Pacific Table Tennis Club in Bellevue, WA.

· Jenny Zhao has competed professionally in China and Japan since age 12. Her estimated rating is 2550. She currently heads the junior coaching program at the Washington Table Tennis Center in Bellevue, WA.
Vickie Luo is a member of Hubei province Table Tennis team. Two years ago she was selected to as team captain. She also plays in the Chinese A League. Her playing style is similar to that of James Qiao, with an emphasis on control and finesse. Her estimated rating is 2500. Vickie is a member of the coaching staff at the Seattle Pacific Table Tennis Club in Bellevue, WA.

The Seattle City Championships is the City's largest table tennis tournament to date. More than $500 in cash and $1,900 in prizes will be awarded in 15 events, including open singles, doubles, mixed doubles, under 11 years, under 14 years, high school, and over 55 years. The tournament is open to all competitors. There will be events for beginner, novice, and intermediate level players. Garage, basement, and lunchtime players are welcomed and challenged to participate.

to control combined sewer overflows in Puget Sound. The Murray Community Advisory Group,
or CAG, has recommended a water storage tank under the Lincoln Park south parking lot. King
County needs to hear from the community as part of the process to evaluate this alternative.

What is a CSO?
CSOs are discharges of untreated stormwater and sewage during heavy rains that can exceed the
capacity of the sewer system in areas where stormwater and wastewater flows are combined.
King County’s goal is to reduce the number of CSOs each year from the Barton and Murray
Pump Stations to no more than one untreated discharge per year on average at each station to
meet state regulations.
Public Process Leads to New Alternative for Controlling CSOs
King County has evaluated a number of alternatives for CSO control in West Seattle including
upstream Green Stormwater Infrastructure, storage under the old Fauntleroy School or under
Upper Fauntleroy Way near ferry dock, and several options near the Murray pump station:
including private property across the street from Lowman Beach Park, under Beach Drive, and
under Lowman Beach Park. This new alternative developed by the Murray CAG would directly
impact Lincoln Park users and nearby neighbors. Come to this meeting to learn more and tell us

Helene Madison Pool offers classes starting in November

Seattle Parks and Recreation’s Helene Madison Pool, 13401 Meridian Ave. N, will host American Red Cross classes in Fundamentals of Instruction (FIT) and Water Safety Instruction (WSI) that lead to certifications for successful candidates.

FIT is required before a candidate can enroll in Lifeguard Instructor training or Water Safety Instructor training. FIT class takes place on Tuesday, November 9 from 6 to 10 p.m. The class costs $40 plus $6.50 for the FIT Participant Manual.

Instructors will conduct A WSI pretest on Tuesday, November 16 from 7 to 10 p.m.

WSI classes take place on Tuesdays from November 23 to February 28 (no classes on December 21 or 28) from 7 to 10 p.m. Cost is $150 plus $51.95 for the Water Safety Instructor Kit.

The FIT Participant Manual and the Water Safety Instructor Kit are available from the Red Cross; please call 206-323-2345 for more information.

Prerequisites for these classes are:

· Candidate must be at least 16 years old.

· Candidate must have one of the following:

o A current American Red Cross Health and Safety Instructor Authorization (e.g., Community First Aid and Safety Instructor, CPR for the Professional Rescuer Instructor, etc.), OR

o An American Red Cross FIT certificate issued less than a year before taking WSI, AND

o Successful passage of the pre-course skills tests administered on the first day of class.

A Stunning New Garden Is Unveiled at Washington Park Arboretum

The Arboretum Foundation, Seattle Parks and Recreation, and the University of Washington Botanic Gardens invite you to join us to celebrate the official opening of the newGateway to Chile display garden in Washington Park Arboretum on Sunday, October 17, from 1 – 4 p.m.

The dramatic half-acre Gateway, located at the southern intersection of Arboretum Drive and Lake Washington, is the first display garden to be completed in Phase II of the Arboretum’s 14-acre, eco-geographic Pacific Connections Garden. It features an eye-catching array of Chilean trees—including monkey puzzle (Araucaria aurucana), Chilean wine palm (Jubaea chilensis), winter’s bark (Drimys winteri var. andina), Chilean fire bush (Embothrium coccineum), and Austrocedrus chilensis (a beautiful conifer that can grow more than 1,500 years old)—planted among the boulders and slopes of the restored historic Holmdahl Rockery.

The Opening Celebration is free, and open to the public, and will feature:

Tours of the new garden by UW Botanic Gardens guides
Live music in the Pacific Connections meadow by Chilean folk group Sin Fronteras
A dance performance by Chilean folk troupe Violeta Parra
A ribbon-cutting ceremony (dignitaries will include Christopher Williams, Acting Superintendent, Seattle Parks and Recreation, and Sarah Reichard, Associate Director, UW Botanic Gardens)

Visitors who attend the Opening Celebration can also enjoy glorious fall foliage at the Maple Viewing event (Sunday, October 17, 11 a.m. – 3 p.m.) in the Seattle Japanese Garden, just across the street from the Gateway to Chile in Washington Park Arboretum.

Pacific Connections: A major component of the Washington Park Arboretum Master Plan, the Pacific Connections Garden will ultimately feature 14 acres of forest displays from five Pacific Rim regions: Chile, China, New Zealand, Australia, and the Pacific Northwest’s own Cascadia. The displays highlight environmental, cultural, and economic ties among the five regions and create unique opportunities for recreation, education, and conservation in the heart of Seattle.

The First Phase: This phase of Pacific Connections, completed in fall 2008, includes a welcoming meadow and interpretive shelter surrounded by a series of intricately designed preview gardens. The gardens showcase the horticultural and ethnobotanical uses of trees and shrubs from the five Pacific Rim regions.

The Second Phase: This phase includes the construction of the Gateway to Chile, the New Zealand eco-geographic forest, and the Cascadia eco-geographic forest. Fundraising for the New Zealand forest has just begun. Propagation of plants for the forest from wild-collected seeds is already underway at the Cistus Nursery, in Oregon. Planting is expected to begin in early 2012.

Future Phases: All five forests of the Pacific Connections Garden will be planted as funding is secured and plant propagation is completed. Eventually, visitors will be able to walk through complete forests to experience each region’s plants in their natural settings, from ground cover to tree canopy.

THIRD SEATTLE CITY TABLE TENNIS CHAMPIONSHIPS COMING UP AT GREEN LAKE COMMUNITY CENTER

Green Lake Community Center, 7201 E Green Lake Dr. N, will host the 3rd Seattle City Championships from 9 a.m. to 8 p.m. on Saturday and Sunday, October 23 and 24.

The Seattle City Championships is the City's largest table tennis tournament to date. More than $500 in cash and $1,900 in prizes will be awarded in 15 events, including open singles, doubles, mixed doubles, under 11 years, under 14 years, high school, and over 55 years. Competition will take place on 12 tables each day, and two spectator events are scheduled:

· Saturday, October 23 at 7 p.m. -- Open Doubles Final and High School Singles Final

· Sunday, October 24 at 3 p.m. -- Under 14 Years Singles Final, and Open Singles Final

Tickets for these events are $2 each day.

While several Olympic level players are expected to compete for the Open Singles Championship title, the tournament is open to all competitors. There will be events for beginner, novice, and intermediate level players. Garage, basement, and lunchtime players are welcomed and challenged to participate. Play begins at 8:30 a.m. on Saturday.Entry forms are available at Green Lake Community Center or from www.glttc.com. The entry deadline is October 19.

Hundreds of volunteers are needed at multiple sites in the Duwamish River watershed!

You are invited to celebrate the restoration of Seattle's Duwamish River by volunteering at Puget Creek Natural Area habitat restoration project with People For Puget Sound (and Puget Creek Watershed Alliance). Puget Creek is one of 12 restoration sites that will be involve in this semi-annual restoration event coordinated by the Duwamish Alive Coalition. The Duwamish Alive Coalition is a partnership of non-profit organizations, government agencies, community groups and local businesses. Restoration is on-going throughout the year, but it’s only during Duwamish Alive that our organizations come together to host hundreds of volunteers at multiple sites to make a huge impact on the same day! Work sites include a river cleanup by kayak and canoe, shoreline salmon habitat restoration, and native forest revitalization, and no experience is necessary!

Remove invasive plants and spread mulch at Puget Creek (6301-18th Ave SW (SW Graham)) to prepare for native plantings. Seattle Parks and Recreation is seeking nominations for the Denny Awards, which honor volunteer service to the city’s parks system. The deadline for nominations is Nov. 1, 2010.

The awards will be presented at the seventh annual recognition ceremony, which will be held on Tuesday, Dec. 7^, 2010 at the Lake Union Armory, 860 Terry Ave. N.

The Denny Awards acknowledge and honor the crucial role volunteers play in neighborhood parks, community centers, and recreation programs throughout the city. Volunteers help Parks and Recreation staff and management in the work of the department and give valuable advice on important decisions about our Parks and Recreation facilities and operations. Volunteers pull ivy and plant native trees in our parks, coach kids’ sports, work as docents at selected parks, and serve on various advisory councils and boards.

The name of the awards reflects the early commitment by the Denny family to the preservation of parkland and open space for public use and enjoyment. David Denny donated land that became the first Seattle park, Denny Park, in 1864.

Denny Awards nominees should meet the following minimum qualifications. The nominee must have:

· Demonstrated exceptional stewardship to parks and/or recreation;

· Provided stellar leadership related to enhancing and preserving parks and/or recreation programs;

Part 150 Noise Study Public Workshop
October 27 at Mount Rainier High School in Des Moines

The third in a series of public workshops for Sea-Tac Airport’s Part 150 Noise Study will be October 27, 6:30 to 8:30 p.m., at Mount Rainier High School, 22450 19th Avenue S., Des Moines. The Part 150 Study is looking at ways to reduce aircraft noise impacts on communities.

At the workshop, facilitators will lead three group sessions on the following topics:

* Airport-area noise exposure “contour” maps showing neighborhoods currently affected by noise, and those that will be affected in five years, according to the aviation forecast;
* Results from summer 2010 temporary aircraft noise monitoring; and
* The progress on other efforts to reduce noise, including updates on the runway use plan and the hush house analysis.

Workshop participants are invited to take part in all three sessions, and a general public feedback session at the conclusion of the workshop.

Department of Neighborhoods 2011 Budget Proposal and Impacts (prepared by City Neighborhood Council Executive Committee)

Bulleted list of impacts of proposed 2010/2011 Seattle Department of Neighborhoods Budget on District Councils, Community Councils, Local Community Organizations and Seattle Residents

Loss of NDC's means fewer citizens getting direct support for local initiatives and local projects requiring city department coordination
Loss of NDC's means District Councils will be required to come up with additional logistical and administrative support for their ongoing activities
Loss of NDC's means citizens engaged in active projects with Seattle city departments will have half the opportunity for guidance and support from well-versed city employees (NDC) and therefore may experience frustration navigating the city bureaucracy
Loss of NDC's means that Seattle City Departments now will be required to spend more time coordinating with local community councils and District Councils because of the reduction by 50 percent in the number of Neighborhood District Coordinators, whose job includes this exact level of coordination.

Loss of 25% of Large Project Funds also means a loss of approximately $370,000 in citizen match. This loss recurs in 2011 as well for a combined expected loss of two-thirds of a million citizen match dollars.
Loss of 25% of Large Project Funds also means a lowered level of expectation from Seattle residents with respect to participation in community activities and projects. With a reduced incentive there is a reduced participation.
Loss of participation from citizens as a result of the lower Large Projects Fund budget also means that the 2009 District Council Audit recommendation for a more inclusive citizen engagement from the community councils, District Councils and City Neighborhood Council has a lower probability of success now owing to the reduced direct incentive for participation.

Strategies to effectively disseminate City Neighborhood Council, District Council, Community Council and Neighborhood Organization Concerns about 2010-2011 Budget:

Call City Council and give opinion
Visit City Council and express opinion (even better in a small group)
Show up in person and sign up to speak at any or all three of the scheduled City Council public hearings (9/29 5:30 pm @ Northgate Community Center, 10/13 5:30 pm @South Seattle Community College, 10/26 5:30 pm @ City Council Chambers)
Gather signatures at community meeting and attach to letter incorporating these impact points written to all City Council members and Mayor .
Activate social media strategies by getting Facebook friends to do any of the items identified here.
Department of Neighborhoods 2011 Budget Proposal and Impacts

Budget Recommendation

1. Loss of six (6) non-payment Neighborhood Service Centers and loss of West Seattle payment Neighborhood Service Center:

Impact

A. Inequitable and uneven distribution of city services:

NW sector west of I-5 (100,000 or so population) location is not equally spaced for residents in that sector;
NE sector east of I-5 (110,000 or so population) has two locations;
Magnolia/Queen Anne, Downtown, Lake Union/Wallingford, Capitol Hill (150,000 or so population) have no access, nearest NSC requires bus transfer;
SE sector (east of Duwamish River south of King) (90,000 or so population) location is not equally spaced for residents in that sector;
SW sector (west of Duwamish River) (80,000 or so population) location is inconveniently located for all but a narrow range of residents, the rest would have to take one or two buses to get to NSC;
Central sector (35,000 or so population) now required to serve entire Central Sector is extremely inconveniently located for anyone not in Central District

B. Significant Reduction in Support

2009 City Auditor's report on District Council system recommended that the City clarify the level of staff support it will provide to District Councils and other groups. It is hard to imagine that the level of support provided District Councils will be adequate considering that presently there are 13 District Councils which are coincident with 13 Neighborhood Service Centers. Reducing the number of Neighborhood Service Centers to 6 and putting them in the very skewed distribution scheme noted in #1 above introduces significant concern that the District Council system will receive any support, let alone adequate support.
Neighborhood District Coordinators, 7 of whom will be reduced-in-force or reassigned to other departments, provide more than support for most District Councils. The NDC's serve as a record-keeper and in many District Councils also serve as the District Council recording secretary. The 2009 Audit also recommended that the Department of Neighborhoods improve its compliance with the State's document retention laws by retaining District Council documents which come into the possession of the NDC's or the other units with the Department of Neighborhoods.

2. Reduction by 25% in Large Project Fund

Impact

A. Continuing Erosion of 1988 Neighborhood Matching Fund

Since the 2009 budget, the Large Project Fund has been reduced 25% in each of the successor years (actual or proposed). The 2010 LPF fund was 75% of the 2009 fund and the proposed 2011 LPF fund is 75% of the 2010 actual. The proposed 2011 Large Project Fund value, $981,954, is 45 percent of the value of the 2009 fund. This is a significant deterioration of civic capability because there is a concurrent loss of Seattle resident match - in this case another reduction in the actual achievable results from the Neighborhood Marching Fund program.

B. Impact on Recommended Changes to District Councils and CNC

The Large Projects Fund has always had a slightly higher ration of citizen match which means for every dollar ($1.00) of Large Project Fund program lost, there is approximately a dollar and a nickel ($1.05) of citizen match which is also lost. The Large Project Fund is one of the most successful of the programs initiated by the Department of Neighborhoods in terms of the return on investment and the value to the community.
The 1987 and subsequent legislation creating the District Council system also calls upon the District Councils to engage and empower citizens within each District's boundaries. One of the most effective ways to engage citizens has been shown to be the Neighborhood Matching Fund program. By reducing the support for the Large Projects Fund component of the program, the City of Seattle is in a sense telling its citizens to have a reduced level of interest and engagement. This is also an area where the 2009 District Council Audit response, as proposed by the District Councils themselves through the City Neighborhood Council, recommended more engagement based on a return on citizen investment through programs such as the Large Project Fund.

Community Partners of the Department of Neighborhoods / Mayor's Proposed 2011-2012 Budget

Mayor McGinn's Proposed 2011-2012 City Budget was presented today to the Community at noon, and to City Council at 2pm. While the Mayor will not be discussing all of the specifics of the proposed budget, I want to share information as it relates to Seattle Department of Neighborhoods (DON).

The Proposed 2011-2012 City Budget attempts to protect core services and services that support the City’s most vulnerable populations. It also seeks to avoid negative impacts on City employees to the extent possible. Unfortunately, due to the severe financial constraints brought on by the economic downturn, the abrogation (elimination) of some positions, reduction of some full-time positions; and in other departments, reallocation of other positions to a lower paying job title were unavoidable.

To help minimize the impacts on core services and staffing cuts in DON, we employed the following strategies:

1) Align with DON's mission, vision, and values, and the Mayor's priorities

2) Align with legislated departmental responsibilities

3) Protect services, jobs, and programs.

Nevertheless, the Mayor’s 2011-12 Proposed Budget includes a reduction from the 2010 budget of $2.84 million ($2.14 million in the DON General Fund and $700,000 in the Neighborhood Matching Fund). This includes the cut of 10 positions, of which 1 is vacant and 9 are filled, and a reduction on 1 position which is filled. As a result of the reduction in staffing (14% reduction), there will be significant impacts on DON programs and services.

The final budget is determined by City Council with their final vote on Monday, November 22, 2010. Below is a summary of the direct impacts on DON. September 27, 2010 2 | P a g e

DON has two separate budget categories – one for Neighborhood Matching Fund, and another for the rest of the department (General Fund).

I. NEIGHBORHOOD MATCHING FUND

Neighborhood Matching Fund is taking a 22% cut. No positions are abrogated. We are very sensitive to the fact that all NMF cuts in 2009 were taken in positions: 2.5 positions were abrogated and 4 additional Temporary positions were lost last year. Therefore, this year the focus of the cuts is in operations and actual award dollars. Since last year’s cuts also reduced the operations budget, this year’s additional operations reductions will be very difficult.

II. DON GENERAL FUND

The Department’s proposed General Fund budget is cut 18.2% from the 2010 Adopted Budget levels. However, this includes the Customer Service Bureau (CSB), Office for Education (OFE), and the Seattle Youth Violence Prevention Initiative (SYVPI), which are administratively in DON but are separate City agencies under separate leadership. CSB was moved from DON to the Department of Finance and Services at mid-year. When these three agencies are removed from the overall DON budget, DON programs and services are taking a proposed 16% cut.

Below are specifics on the reductions for DON programs only. For details of the other three offices, please refer to the City Budget Office website.

• All Department of Neighborhoods management-level staff remain at 2008 salary levels. (Cost of Living increases were offered for cuts in 2009 and 2010 in addition to furloughs for all staff).

• Although the City Council has directed DON to lead the City’s Food Systems Policy work, the Manager 2 position (previously overseeing the Matching Fund and P-Patch programs) that was cut in 2010 and reallocated to a Strategic Advisor 2 for this purpose was not filled in 2010. Some funds were eliminated at mid-year, and the position is totally eliminated in this budget proposal.

• The Immigrant and Refugee Initiative is proposed to be totally eliminated from our budget, and limited funds to oversee the initiative will be incorporated into the Office of Civil Rights. The Strategic Advisor 1 position is cut as a result.

• As you already know, at mid-year the Seattle Youth Commission funding was totally eliminated, the position cut, and the work was transferred to the Mayor’s Office.

• The Historic Preservation program proposed cuts are large – in addition to eliminating all of the survey and inventory funds that provide the core of the program’s ongoing work to identify new properties and prepare documents to preserve historic properties, a Senior Community Development Specialist position is cut.

• The largest impact in the DON proposed budget is to the District Coordinators and Neighborhood Service Centers.

o Six (6) non-payment Neighborhood Service Centers are proposed for closure. These are Greenwood, Fremont, Queen Anne, Downtown, Capitol Hill, and Beacon Hill.

o Additionally, one (1) Neighborhood Payment and Information Services site is proposed for closure – West Seattle.

o As a result of these closures, six (6) District Coordinator positions are proposed for cuts, of which one position is vacant and is currently filled in a temporary capacity.

o As result of the West Seattle NPIS closure, one full-time Customer Service representative position is being cut.

• One IT position will be reduced by 10% in 2010 because CSB has moved out of DON, and because of the proposed closure of 7 Neighborhood Service Centers.

Storm season is underway and Seattle Public Utilities (SPU) is offering a limited number of free, filled sandbags to households or business owners in flood-prone areas. If you’ve experienced, or come close to, flooding, you may consider using sandbags.

Sandbags don’t seal out water, but can help redirect the flow of water and protect property from debris. Sandbags must be used with caution because it is illegal to divert water to your neighboring properties.

SPU is making up to 25 sandbags available to households or businesses at four locations listed below starting Friday, October 15. Sandbags are heavy (they weigh about 40 pounds each), so be sure either you, or someone you bring with you, can lift, carry and load the sandbags into your vehicle.

This budget includes more support for walking, biking, and transit. We’ll need your help in order for Seattle to be an equitable, healthy, and safe city for people that walk, bike, and ride.

Walk Bike Ride includes an increase of over $5 million dollars in 2011 of funding for pedestrians, bicyclist, and transit riders, and an increase of over $8 million in 2012. Though the need is far greater than this amount, these funds will still provide a big benefit for neighborhoods across Seattle. Visit our website for details of Walk Bike Ride projects included in the budget. We’ve also included a summary of the Walk Bike Ride package below. The proposed increase in revenue is made up of a raise in the commercial parking tax (a tax on commercial parking lots) and a vehicle license fee. These funds can only be used for transportation projects.

The future of these Walk Bike Ride projects now lies with the City Council, who is taking public comment on what your priorities are.

Chairman Dan Mullins opened the meeting at 7pm. with announcements. He told the meeting owing to cut backs at the Police Department and a change in assignments we may not be able to have an officer address our meeting every month. (no officer was in attendance.

Suspects in the beating of a 16yr. old boy in our district have been detained.

Mike Shilley will take over as our rep to the West Seattle District Council.

Nicole Mazza, gave an explanation of the upcoming “White Centre Food Bank Dinner/Auction” Fund Raiser to be held at the SSCC Brockey Centre on October 16th. at 5.30pm. Reservations must be in by Oct 8th. Cost $60 per person.

Barbara Dobkin, from the North Highline Community council announced an upcoming Candidates Forum for the upcoming State elections. To be held at the YWCA in the new Greenbridge Neighborhood south of Roxbury on 9th SW. She also voiced concern that the private housing in this development is not being picked up by regular family wage earners but being held by an ever growing population of section 8 residents. This could be because of the tough economic times but the situation should be of our concern as they are our close neighbors.

Mike Shilley, Gave an account of the work being done by the new Social Justice Organization “The Sound Alliance” the forming of a not for profit “Sustainable Works”. With the help of Federal Stimulus money they are working in energy efficiency to Residential homes around the Puget Sound. The City of Seattle is now developing their program named “Community Power Works” and Sustainable Works are in the pool for selection to run the program. The first area to be selected is South East Seattle, Madison to Seward park, Interstate 5 to Lake Washington. Mike thought West Seattle should be aware of this program and ready itself to organize a neighborhood outreach program we can use in future.

Rudy Vihcena, Low flying aircraft over West Seattle, Rudy had an extensive handout on his long running duel with Boeing field. Having corresponded with the FAA in Washington DC and other authorities here he asked the meeting if we would help with petitioning the County with our concerns. Chris Huson volunteered to help draft a petition to bring to our next meeting for approval. We will need to organize a neighborhood canvassing run for signatures. The Chairman thanked Rudy for all his work and consideration on our behalf, the meeting showed their appreciation with a round of applause.

Chris Huson, gave the meeting the benefit of his experience as a student of Chinese Medicine and Acupuncture with Health tips for the coming winter. (need attachment here?)

Sandra Anderson, of Dreaming Dane Catering was selected as our “Business Spotlight” this month. She showed her passion for good food and her dream of one day owning her own café. At present she is running a full catering business and always looking for new customers. The meeting was impressed and suggested she advertize at the HPIC to the many people that rent the hall for various functions.

As there was no other business Dan closed the meeting at 8.45pm. 18 residents were in attendance, we are hoping for more of our neighbors to be involved as we try to make Highland Park a great place to live.

We've got the go-ahead and funding on the Community Orchard...now the fun begins. We've just started getting into the planning. After the blackberries are cleared (possibly by goats), we'll be having a work party to lay down cardboard and sheet mulch - to create nice rich soil for spring planting.

I'm thinking that we might meet at the site for the next meeting - if it is daytime - it's the south end of SSCC, by the corn field.

Hopefully we can find out this week about the method for clearing the ground and get it marked off. We will also find out about a place to leave materials for sheet mulching. I am attaching some helpful suggestions from Jenny Pell for what we should start accumulating.

Names...it's always a dilemma. We need to finalize a name for the orchard, as well as for our URL. We have been calling this project Community Orchard of West Seattle (COWS), but now that we are really getting going on it, we need to finalize a name....open to other suggestions.....though COWS is fine with me.

There are many ways in which people can participate in getting this orchard "off the ground". We've got the start of a solid team of designers, could always use more...and there are other ways to participate - besides helping out at work parties. See the survey!

Fall is a great time of year to visit Seattle’s P-Patch community gardens, and the best way to see them is on a free van tour offered by Seattle Department of Neighborhoods (DoN). Hosted by DoN’s P-Patch Community Gardening staff along with volunteers, each tour will visit five community gardens highlighting each site’s unique qualities, provide opportunities to meet the gardeners, and feature other community-driven Matching Fund projects. Six tours visiting different areas of the city are scheduled for 1 – 3 p.m. on Saturdays in September and October and will depart from DoN’s Neighborhood Service Centers.

The P-Patch Community Gardening Program, in conjunction with the P-Patch Trust, a nonprofit organization, oversees 73 P-Patches distributed throughout the city. These gardens are gathering places where neighbors can strengthen networks and steward—plan, plant and maintain—a piece of open space together. Much of the produce harvested is donated to local food banks and feeding programs. In 2009 alone, gardeners contributed over 18,500 hours and donated about 12.4 tons of food.

Well known former State Representative and activist Velma Veloria and educator/activist Alice Tan Coil have teamed up again to offer another informative and engaging Political Empowerment – Process & Strategies course. The non-credit class, offered through South Seattle Community College’s Continuing Education Department, will demystify the political and policy making process, enabling students to recognize their own leadership potential, gain confidence in their ability to participate in the public sectors, and advocate for change.

This course offers interactive learning opportunities by engaging community leaders in public and private sectors to share their skills and experience, using hands-on activities to assist participants with developing specific leadership skills, and inspiring a new generation of community leaders who choose to lead and work for positive change at local, state, and national levels.

Kicking off the fall sessions will be guest speaker Nancy Amidei, director of the Civic Engagement Project and retired senior lecturer in the University of Washington School Of Social Work. The 2008 recipient of the UW’s Outstanding Public Service Award, Amidei’s long history of public service includes involvement in social policy from both inside and outside government. She was deputy assistant secretary for legislation in the Department of Health, Education and Welfare, staff director of the U.S. Senate Selection Committee on Nutrition and Human Needs, and executive director of the Food Research and Action Center.

Among her published writings is a guide to policy advocacy, So You Want to Make a Difference and a play, How Ms. Bill became a Law.

A unique feature of this course is the opportunity to interact with community leaders and learn from veteran insiders about their journeys and passion for public service. Guest speakers in the first course held last spring included State Representative Phyllis Kenney, King County Councilmember Larry Gossett, Seattle City Councilmember Mike O’Brien, and former State Senator Dwight Pelz, currently chair of the Washington State Democrats.

Velma Veloria
Philippine-born Velma Veloria was the first Filipina American to serve in the Washington State Legislature (1992-2004). Among her many accomplishments during that time was the passage of the anti-human trafficking legislation, making the State of Washington the first state in the nation to make human trafficking illegal. She also authored legislation that created a Joint Legislative Oversight Committee on Trade Policy.
As a former labor organizer, Veloria has a demonstrated track record of successfully educating the broader community on important working family issues and lobbying for passage of legislation to support families. She is a skilled leader, adept at motivating and mentoring a multicultural workforce to become aware of their potentials. Her passions are sharing knowledge and information, while working with people to empower themselves.

Alice Tan Coil
For over two decades, Alice Tan Coil has been active in community organizations and projects that promote intercultural relations, leadership development, and social justice. She has partnered with educators and community leaders to educate and empower the next generation of women in pursuit of political and public leadership. Coil is currently program specialist for the University of Puget Sound’s Race and Pedagogy Initiative, a program designed to weave together scholarship and action in order to reduce racism and improve pedagogical practices at all educational levels.
